Head Shots and the Undead!

Most people feel that a head shot for an new shooter is an impossible shot at best with a handgun. However, what the average person does not know is that the average handgun battle between cop & criminal takes place in aproximatly 21 1/2 feet. And this is the most heated of gun fights. So in my opinion, I feel that the average person can make the same shot as a trained officer when they are put to a wall when it comes to survival. The reason i say this is because in order to pass  CCW course (concealed carry of a weapon) in Ohio. you must pass a written test and a range test. I personally saw both men and women keep 100 shots in a 4 inch group at distances from 4 feet to the max of 21 1/2 feet just like the police are required to do and no prior training or practice. Now what i want to know is your honest opinions on this subject. Do you feel the average man or woman can make a head shot or no way in hell? Why or why not? The women of this site are the ones i really want to hear from because the average man will doubt a womans ability with the steel. but all are welcome to voice.
